In my experience this varies depending on the organization. Without layers of authority this could be a 30 day process but on the norm with the average amount of red tape I would think it's a 60 to 90 day process. There is often the bidding stage to ensure that you are getting the best service and rates for the upcoming year. There is normally the on-site and regional level preparation that takes 30 days and then you may enter a 30 day period of approval or redrafting by the corporate level before final approval.
